App vs Web: which is best for your startup?

A Brazilian startup that works similarly to Tinder, but focused specifically on networking for business. It uses push notifications heavily to alert users when relevant contacts are nearby at events, workshops, etc. This characteristic also led the startup to choose an app as its platform.
